The 18-Year-Old Birthday Card program was initiated by the Arizona Secretary of State. Since September 2003, over 150,000 “Happy 18th Birthday” cards have been mailed which included an Arizona Voter Registration form. The birthday card is mailed to 18 year olds who have registered with the Arizona Motor Vehicle Division (MVD) to obtain an Arizona driver license or an Arizona non-operating identification card. The Happy 18th birthday card program includes mailings to Arizona residents residing in other states and countries.
