Electronic Lobbyist Filing (ELF)

Summary of Changes to ELF

  1. Existing ELF users must reapply to use the new ELF system (users prior to 2/1/2005).
  2. We have greatly improved the process of becoming an electronic filer by replacing the digital certificate signing requirement with a much simpler user id and password system. You get to pick your own user id and password and use them to log on to ELF and file reports.
  3. You can now use any computer to file reports.
  4. The look and feel of the ELF web site has been improved and data entry tasks have been streamlined to eliminate unnecessary keystrokes.
  5. We have maintained the general workflow of the old ELF system so existing users should be comfortable using the new system without having to learn a new system.
