Secretary of State Ken Bennett attests to Governor Jan Brewer's signature on the budget and other bills filed at 11:30 a.m., July 1, 2009. Secretary Bennett, like others at the Capitol, stayed thoughout the evening into the morning hours so the bills could be filed, attested to, and chaptered as required by Arizona law. The Secretary also affixed the Great Seal of Arizona and his signature to the Governor's Proclamation for a third special session.
